Special permission (in addition to your visa) is required to travel to some parts of Tajikistan, including some areas to the Gorny-Badakhshan Autonomous Oblast (GBAO, the Pamirs Mountains) and some districts (rayons) near the Afghanistan border South of Tajikistan.
Permission can be obtained in any Tajik embassy at the same time as your visa application or on arrival from the Migration Office.
To get the permission in Migration Office on arrival to Tajikistan you’ll need travel agency help. For the procedure in Migration Office will be necessary to spend 1-2 working days and without Tajik visa is not possible to get Permission in Migration Office.
GBAO starts at Kalaykhumb and ends at the Tajik-Kyrgyz border at Kyzyl-Art Pass. This region of Tajikistan is a special border zone. If you plan to visit any restricted areas you should mention this when applying for visa support. It will be necessary to underline your visit to the border zone (for example – the Pamirs) in the same visa application form which is for visa issuance (point # 21 ‘purpose of trip’). It’s best to apply minimum two weeks in advance.
The permit is document which lists the rayons (districts) to be visited, so make sure you get all regions you want to visit. In GBAO region permit checked along the Pamir Higway, Wakhan River Valley and at Khorog airport.
Migration Office is issued a permit as a separate slip of paper. It is possible to have it authorized in advance and sent by post before entry to Tajikistan.

Even with the permit, you do not have unrestricted access to travel in Gorno-Badakhshan. Visit to Sarez Lake is necessary to coordinate with Committee for Emergency Situation and Civil Defence. Without you will be turned back at Barchadiv Kishlak (village).
You need additional permission from local frontier guards to visit Zorkul Lake, and some regions near to the Chinese or Afghan borders (for example, Takhti-Sangin archaeological site south of Tajikistan).
